For basement or slab-on-grade installations, luxury vinyl plank (100% waterproof) is a safer choice at the same price point unless your specific laminate product carries a written below-grade warranty.
Most Metro Vancouver strata buildings allow laminate if it meets the building's minimum IIC (impact insulation) rating, typically 50–55 IIC. A 2mm foam underlay usually doesn't meet this — you need a 6mm+ acoustic underlay or a product with an attached underlayment rated at the required IIC. Always review your strata's noise bylaw before purchasing. Many laminate products sold in BC come with acoustic underlay attached specifically to meet strata requirements.
